Legally relevant applications and declarations via electronic mail

Lörrach municipality provides the option of electronic communication. Regarding administrative procedures, electronic communication is based on § 3a of the Administrative Procedures Act (Verwaltungsverfahrensgesetz) (§ 3a Federal Administrative Procedures Act (VwVfG) in connection with § 1 para. 1 State Administrative Procedures Act (LVwVfG) and State Promotion of Electronic Communication Act).
Accordingly, the transmission of electronic documents is permissible provided that the recipient has prepared an access point to receive them. Otherwise electronic mail (e-mail) with a qualified electronic signature is equivalent to the written form (meaning a personal signature).

Acceptance of attachments in electronic mail

Please note that the administration cannot support all common file formats and applications when you send it e-mails with attachments. We can process the following file formats:

Microsoft Word Version 2007 and above (.docx)
Microsoft Excel Version 2007 and above (.xlsx)
Microsoft Powerpoint Version 2000 and above (.pptx, .ppsx)
Picture file formats ending with .gif, .jpg, .tif, .bmp
Compression formats ending with .zip and .rar
E-mails must correspond to the Internet standard (SMTP, MIME) and use fonts that are common in Western Europe. If you use another format, the e-mail cannot be processed. This list is kept up to date.


Acceptance of encrypted electronic mail

For technical and organisational reasons, Lörrach municipality cannot decrypt encrypted e-mails at this time. If you want to send us confidential information, please use the mail.


Acceptance of signed electronic mail

As the technical infrastructure for the processing of e-mails with qualified electronic signature is missing, Lörrach municipality cannot check electronic signatures for authenticity and validity at this time. As a result, you cannot send documents that require the written form, i.e. a personal signature (e.g. objections, appeals or contestations), in electronic form. We kindly ask that you resort to communication on paper in such cases.
 
If we cannot process an e-mail, the recipient will inform you of this. This case can be triggered for example by computer viruses, technical problems of a general nature or deviations from the above-mentioned technical conditions.
